[WARP Summit 2016 Part II]Plan of action for advocacy to IGOs, governments, and the public



International cooperation and peace awareness was in focus when people from all levels of society gathered on the first day of the 2nd Annual Commemoration of the World Alliance of Religions’ Peace (WARP) Summit in Seoul, Republic of Korea.

One thousand renowned leaders and 130 countries around the globe took part in the summit, organized by HWPL, an international NGO registered in the UN DPI. 

HWPL engages in peace-related projects and campaigns globally for the cessation of war




On the 17 September, the summit began with the Advocacy Forum for the Declaration of Peace and Cessation of War.

1) Advocacy Forum for the DPCW Marks the Beginning of the WARP Summit 2016 Part I

Two hundred people, including members of the HWPL International Law Peace Committee, ministers, representatives of organizations and civil society, were in attendance. 

Panel discussions ensued with concentration on the roles of different levels of society and plans of action for the advocacy of the DPCW to be developed into an international legal foundation for peace-building.



2) Advocacy Forum for the DPCW Marks the Beginning of the WARP Summit 2016 Part II

Nine panels of the forum, consisting of leaders from civil society, further discussed plans for legislation and policy making for peace-building, based on the DPCW, while reflecting on the environment of each nation.

Part II provided an opportunity to find a vision of legislation processes of the DPCW through the strategy roadmap. In short, trilateral approaches and cooperation from IGOs, Goverments and NGOs are required to develop the DPCW into an enforceable international law, implementation at a national level and raise awareness to garner support from citizens.


Participation of civil society can play a significant role in formation of a social consensus between the public and governments, making it possible for IGOs to reflect demands from the society. 

This example of trilateral communication could be seen clearly by Mr. Mihail Guzun's presentation on "Strategy for the Advocacy of the DPCW in Moldova."


Mr. Guzun, Chairman of the Social Commission and Codru City Council, actively engaged in "the Legislate Peace Campaign", receiving signatures from the public in support of the DPCW. To further promote the peace campaign in Moldova after obtaining 1,800 signatures, he proposed the designation of the HWPL Peace Park in the city of Codru, establishment of the international law conference for high government officials, national peace walk festival and official registration of the HWPL Moldova Branch Office under the Government.




Ms. Paula Boland, Executive Director of United Nations Association addressed, “NGOs are well equipped to educate and advocate for the principles of the DPCW and its adoption by member states through creating alternative venues for states themselves to engage in collective action and for individuals to join with other like-minded individuals in pursuit of their goals."




Dr. Hans Koechler, President of International Progress Organization in Austria, stated, "When the public’s awareness and opinion can persuade and mobilize citizens and leaders on their initiatives, the synergy effect will occur. NGOs cooperate with international community on their international initiatives in their areas of interest. Another aspect relates to peace is a culture of peace. Quite often, culture of peace has been mentioned that how important it is and also understood in the Declaration (DPCW). What is important is to teach and propel spreading a culture of peace and incorporate it into an academic curricular for school children.”





In order to prevent conflicts, make an end to wars in the globe and create peace as a sustainable heritage for generations to come, leaders from the international society who are motivated for and dedicated to peace-building lead the way across nations.
